Anarky (Lonnie Machin)

Voice Actor: Danny Cooksey
Notes: I wasn't planning on using him, due to the fact he seemed not only a minor foe, but a borderline hero. But when BLL suggested him I got the idea of making him more brutal and more of a street punk in his attitude and method. The image he sent me helped a lot as well. I got the idea that he's close to Dick's age, probably a couple of years younger. As such he's at college on a scholarship due to his skills in computer sciences. While at college he took to anarchic principles like a duck to water. Unfortunately he also was going to force these changes on people, whether they liked it or not. Committing cyber-crime under the hacker alias Moneyspider, he gathered funds for supplies and to hire street thugs who had more muscle then brains. With these he became the revolutionist Anarky. In his own way his crimes are more dangerous then some of the other Rogues Gallery members' due to the fact he usually does them with little to no warning. His targets are usually big business who have the most to lose in his ideal world, or groups like the police who are soldiers of the system to him. Batman always tries to keep a close eye on where he is, because Anarky and his thugs are more likely to release viral weapons in police stations or have anthrax bombs set up just to prove their point.

That's an interesting idea, I must study that one later. Anyway I got a new Earth 3 Hero for you all.

Master Planner: Clifford DeVoe was born in Keystone City to a modest family. Showing intelligence from an early age, he eventually found employment as a DA. However, he soon saw how the mafia used various legal loopholes and tricks to avoid prison. That was when he got an idea. If the criminal could bend the rules, why not turn the tables on them and use legal loopholes as nooses on them. Getting in touch with various vigilantes of the city like the Renegades, he offered a duel prong idea for making sure the more serious criminals stayed in jail where they belonged. He would plan various stings that would allow the police to legally capture them, while the vigilante working on the case would make sure the evidence needed to convict the criminal was placed in Clifford's hands so as to ensure the maximum sentence. A rumor soon lurked that a vigilante called the Master Planner was now the leader of the crime fighters of Keystone to ensure no criminal got away with serious crime in the city. After years of this H.I.V.E. agents soon followed a very difficult trail back to DA DeVoe. But instead of arresting him, they offered him a job, used the skills he had shown in coordinating H.I.V.E. so they could also be more effective in capturing the major Supervillains like Ultraman and Power Ring. Seeing this as the big leagues, Clifford agreed. Today the new H.I.V.E. director of operations, the Master Planner, sees to it that nearly every sting is airtight and that supervillains are no different the street punks in the eyes of the law.

Now then on to a couple of key Police of the GCPD

Harvey Bullock

Voice Actor: Robert Costanzo
Notes: Since I only heard one Harvey Bullock voice I went with him. As for his past I felt that the Animated series was a good start. The idea is that Harvey's not on the take, and is very loyal to Gordon as a result. However Internal Affairs has a rather large file on him for his "liberties" with suspects rights, and heavy handed methods. Like his counterpart he doesn't like Batman, but trust the Commissioner that he's useful and keeps his mouth shut on it. Unlike the animated series however, he's rather clever and only plays dumb to keep people form suspecting. I also figured he's one of few cops that has figured out Batgirl's secret, but not Batman's. Over all he's one of the few cops Gordon trust completely.

Renee Montoya

Voice Actress: Ingrid Oliu
Notes: Like Bullock I find the original voice was the way to go for Renee Montoya. I got the idea that Renee's family lives in New York so as to help avoid attempts to corrupt her by targeting her family. As a side not they know she's a lesbian, and have reacted similarly to how they did in the comics. However her parents still care for her enough to try to avoid giving her undue problems and pray for their daughter's soul due to their religious beliefs. In a side note I have no problem with the hom*osexual community, just a fair rule for gay men: Don't bother it will never happen. I got the idea that she's in a common law marriage with a Latina she's known since childhood, and passes her off as her sister to keep her career. She trusts Batman far more then her partner does, and also know's Batgirl's secret as well. Bullock knows Renee's secret, but sees her like a kid sister and keeps his mouth shut. If Gordon needs a job done without the chance of the officer being on the take, these two are his go-to pair.

Harley Quinn (Dr. Harleen Quinzel)

Voice Actress: Arleen Sorkin
Notes: Of all the new characters created for Batman: The Animated Series I can think of none that fit into the Batman world better then Harley Quinn. Naturally I felt that her first voice was the only choice for her. As for her history, I felt that Mad Love and Batman Confidential got it right, minus the whole using her looks to get the grades. I prefer the idea that she's smart enough to get them and the internship on her own. This makes her corruption by the Joker all the more tragic. In her way I feel she's both a better villain and a better comedian due to her ditzy behavior hiding a pragmatic cunning that if let to itself would succeed where all others have failed. She's even managed something most versions of Joker have failed at for decades, make Batman laugh. It's only her obsession with the Joker that holds her back. I feel that in her own way Poison Ivy tries to give the encouragement to stand on her own two feet. This scene shows what I mean. For her costume I felt that since the Joker never bothers with fancy costumes like Batman does, Harley remains in a jester suit you can get from a costume shop. For the moment I ditched the diamond pattern for simplicity but may put it back later. Where I take this character is a mystery even to me.

Ra's al Ghul

Voice Actor: Jason Isaacs
Notes: For Ra's I got the idea to pull him away from the whole nomadic tribe thing and plant him in Transylvania around the time of Vlad Dracul. While he is still a doctor and married to Sora, he loses her to Vlad when he tries to revive him in a Lazarus Pit to help save the Hungarian kingdom. However Vlad's existing Bloodlust causes him to go insane, and kill Sora. After giving Vlad a second death, Ra's travel's the world and studies to break up the monotony of his eternal life. While able to die of old age, he fears it as too ignominious, and prefers to rely on the Lazarus Pits to stay alive. It was when the industrial revolution began that Ra's got it into his head to save the Earth from Humanity. He joined the League of Assassins and slowly rose to leader. His plans focus on wiping out around ninety percent of the humans on earth so it can heal and humanity can reach the stars in a more safe for the planet way. Batman sees a point to his actions, but will not condone the deaths of billions as people come first to him. Of course there's the attraction Batman feels for Talia, but in my mind his one true love is Catwoman. The Dark Knight Rises proved that well enough. I feel that the middle micro is how Ra's normally looks, with the younger being him shortly after the Pit, and the older being before the pit. I went for Mr. Isaacs because the quieter voice suits a man who believes he's doing a global triage for the good of the world. In his own way Ra's has become the man he first killed all those centuries ago.

Riddler (Edward Nygma)

Voice Actor: John Glover
Notes: For the Riddler I loved the basic personality of the Animated series, especially the puns. It reminds me a bit of an evil version of myself. For his origin however, I went with the more classic version as it gave me an idea on how he started to bedevil the Batman. As a carnival worker Nygma soon got his hands on a computer and began to commit cyber-crime. Because he always accessed the internet from public places he made sure no one connected the crimes with him. I got the idea that he's already a multimillionaire with his fortune kept in off-shore accounts all over the world. It was when Nygma was in Gotham that he saw a news report on a battle between Batman and Joker he got an idea to challenge him. His handle "The Riddler" is meant to be a private joke about how he signed his crimes "Enigma", with no one realizing he was basically giving them his name. I got the idea that his father was put into witness protection as a young man and was given the odd surname. While Batman's outwitted him many times, he's rarely caught him, because he usually makes sure he's either no where near one of his traps or has an escape preplanned. Like the villain Megamind, Riddler plans many death traps, but never expects them to work, because that would take all the fun out of the game. I chose Mr. Glover, because his voice was right for my take on the price of puzzles. Riddler less dangerous then most of Batman enemies, but still Batman has to watch out for those who get in the way of their "game".

Black Mask (Roman Sionis)

Voice Actors: Rino Romano (Roman) Kevin Michael Richardson (Black Mask)
Notes: For Black Mask, I used what was there, with a bit more sanity. Instead of an insane socialite, he's more of a playboy who was studying aboard when a hit from the mob nearly destroyed Janus cosmetics. The idea was that they wanted to bring the company low so they could buy it and use it to launder money. Despite Batman breaking up the threat, the damage was done. That was when Roman decided to use what nearly ruined the company to save it: crime. After having a special skull masked made in a foreign country under an alias, Roman became the mob boss Black Mask. The idea is that some of the first members of his mob were various bodyguards he had in Europe when he was studying there. Thanks to the mask and special gloves, Batman has no idea who Black Mask is. Still he has been able to slow his attempted take-over of Gotham. I chose to use two voices to help hide who he is. Rino Romano's voice is perfect for the supposedly kind and gentle head of Janus, while Mr. Richardson's is perfect as the deep baritone the voice distorter gives Black Mask as he gives orders to his henchmen. All of Black Mask's personal bodyguards, who are also Mr. Sionis' personal security force, wear masks similar to the ones worn by the Maggia in .Iron Man: Armored Adventures, but in black with red eyes. One of Batman's biggest fears is that Black Mask will someday control all of the crime in Gotham.

The Ventriloquist and Scarface (Arnold Wesker)

Voice Actor: George Dzundza
Notes: For this deadly duo I wanted to play up more the whole "Is Wesker putting on an excellent ventriloquism act or is Scarface a truly demonic dummy." As such I like the idea that the dummy is not damaged like he is in the series as a way to avoid making it more clear. Often somehow when Wesker is released or escapes, Scarface is always gone from police evidence. This happens even if every person connected to them is in jail. However, the dummy never seems to talk unless Wesker is nearby. When together, Scarface controls a small gang to pull off well-planned jobs. Only a few believe the dummy is truly calling the shots, and those who don't feel it doesn't matters as they are usually in for a sweet payday. Little is known of Wesker's past, save that he was a simple toy shop owner, before getting Scarface. Like in the animated series Batman feels sorry for Wesker, as it's clear he's a victim. Whether it's of his own madness or a mystical artifact, even he's not sure. I chose Mr. Dzundza because he pulls off two different voices so well. In the end where it's madness or a possessed puppet, it's clear that they are dangerous.
